Council of War is the 115th chapter of Mizuho Kusanagi's Akatsuki no Yona.
Summary
In Tonsui Su-won explains what is currently going on in Sei. Sei has three kings, Hotsuma, Kushibi and Kazagumo. Kazagumo is the one officially ruling the country, but he holds no real power. The power of the country had belonged to his mother Kuva who ruled along with his uncles Kushibi and Hotsuma. Kuva had the support of the citizens, Hotsuma controlled the military and Kushibi controlled the economy so these three had a balance in power and formed an alliance. However, Kuva passed away two months ago and now the two uncles are aiming for the throne. To settle things between them, they decided to take advantage of the Water Tribe weakness with the Nadai incident and so they decided to build forts and invade Kouka starting with the Water Tribe so people will hear about them. Soo-Won mentions how he already intended to destroy the forts which are the symbols of Kushibi and Hotsuma’s influence and destorying them will deal a huge blow to their power. But now they have to slightly change their objective and make rescuing Lili a priority. Then Soo-Won says the plan for recusing Lili. Geun-Tae and Mundok to make a big ruckus and attract the soldiers’ attention. He continues mention that they must be quick because Lili might have been forced to drink Nadai already and that he wants to settle the matter before the three rulers have time to react.Tae-Woo asks Joon-Gi why he doesn’t intend to go with the rescue party even though Lili is his own daughter. He replies that due to his bad eyesight he only can act as support. Still, Tae-Woo can’t understand that man. Soo-Won butts in and says Joon-Gi’s actually very worried about Lili and is thankful for all of them going to rescue her. Then Geun-Tae says that "We didn’t rush all the way here only for the sake of General Joon-Gi…" and continues to say that "Lili… I mean, Lady Lili is to become your queen, after all." Soo-Won completely shocked asks Joon-Gi to explain since there’s obviously a big misunderstanding, but Joon-Gi refuses to say anything stating that he wouldn't say anything so crass. Apparently both Geun-Tae and Mundok thought they were rescuing Lili because Soo-Won had fallen for her. Geun-Tae was already picturing that he would see and heir to the throne soon.
Meanwhile, Tetora in the background is freaking out…
Soo-Won changes the subject and says they’ll launch the attack tomorrow beginning with Hotsuma’s fort. Geun-Tae’s still thinking that since Soo-Won didn't fall for Lili he should adopt a daughter and a beautiful one at that.
Back at the fort Hak, Yoon, Kija and Shin-Ah had gathered together at night. Yoon mentions how that the fort that they're supposed to destroy is almost completed now, thanks to their good work. Outside, Hak is flustered that he made even Shin-Ah worry about him. He takes his necklace in his hand and asks it to protect Yona instead. Suddenly he senses a presence just outside the fort walls, on Kouka’s side. He wonders if it’s another slave and starts talking to that unknown person.Hak doesn’t say anything. Soo-Won asks him if he’s still there, and starts talking anyway. He wants to know if a 17 year-old girl with long black hair called Lili has been brought to the fort. Hak becomes angry and claws at the wall, staying silent. Soo-Won says since the man whom he’s talking to is the only one here, he has something to tell him. He says his group will destroy the fort tomorrow morning and break in. Again Hak stays silent for a while, and eventually replies that he’ll signal him at dawn. Then Soo-Won says thank you and leaves. Hak walks back to their housing building and is interrupted by Yoon who asks him where he was. Hak only tells him they’ll destroy the fort tomorrow at dawn. Kija comes too and asks him what happened with a concerned look.The next morning, Hak’s group is ready. Shin-Ah went to take back their weapons, Yoon takes the prisoners somewhere safe. Hak tells him there’s someone outside the fort who came to rescue Lili. The guards spotted Hak & friends so it’s time to act. Hak signals Kija, who puts a giant boulder on a conveniently placed catapult. Rocks are thrown all over the place as the boulder reaches the wall and breaks it. Everyone with Soo-wun is completely shocked by the boulder that came blasting through the wall. Then Soo-Won says quietly "What a flashly signal Hak".
